The Jogorku Kenesh has appointed Altynbek Rysbekov as Minister of Energy

The Jogorku Kenesh has approved the nomination of Altynbek Rysbekov as Minister of Energy. MPs adopted the relevant decision at a parliamentary session following consideration of the President’s proposal.

Information on the candidate was presented to MPs by Bektur Zulpiev, the Permanent Representative of the President and the Cabinet of Ministers to the Jogorku Kenesh. Following the discussion, parliament gave its consent to the appointment of Rysbekov as head of the energy ministry.

The appointment was preceded by personnel changes in the sector’s leadership. On 10 June, President Sadyr Zhaparov signed a decree relieving Taalaibek Ibraev of his post as Minister of Energy. Ibraev had headed the ministry since 2022 and oversaw the implementation of a number of major projects in the energy sector.

On the same day, by another decree of the head of state, Altynbek Rysbekov was appointed acting Minister of Energy, and his candidacy was submitted to parliament for subsequent approval.

Following approval by the Jogorku Kenesh, the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, introduced the new head to the ministry’s staff. He outlined the department’s key tasks, including ensuring the country’s energy security, modernising infrastructure and implementing strategic projects in the sector.

Altynbek Rysbekov is a power engineer by training and has over 26 years’ experience in the energy sector. Prior to his appointment as minister, he headed JSC ‘National Electric Grid of Kyrgyzstan’, where he was involved in implementing sector reforms and the construction of major energy facilities.
